Economics as a science emerged during the Enlightenment, but the impact of the specific general scientific environment of that era on the transformation of pre-scientific economic knowledge into scientific knowledge has not been adequately covered in the historiography of economic thought. The formation of economic science took place in the period of the scientific revolution of the XVIIth and XVIIIth centuries. These were two interrelated but different processes. First of all, the transformation of economic knowledge followed fundamental changes in the (...) economy itself – the formation of a market-type economy. At the same time, the emergence of a new discipline in the structure of scientific knowledge could not help but be guided by established standards of scholarship. However, at the time of the scientific revolution, science was in a state of turbulence: the old medieval norms of scholarship were losing their legitimacy, and the new ideals of scholarship had not yet attained the status of an accepted standard. The scientific programs associated with the names of Bacon, Descartes, Leibniz and Newton, as well as the new socio-philosophical doctrines, played different roles in different countries and at different stages of the scientific revolution. The article analyzes the peculiarities of the intellectual environment, in which scientific economic knowledge was shaped, and shows that it was much more diverse than the standard versions of the history of economic thought and earlier attempts (M. Foucault, F. Mirowski) to identify the influence of scientific ideals on its first schools of science suggest. Thus, the prerequisites for the formation of an alternative picture of the emergence of economic science as a result of the rivalry between its various concepts are created. (shrink)

September 2017. It was organized by Thomas Bosch (Kiel), Thomas Holstein (Heidelberg), and Ulrich Technau (Vienna), and it was sponsored by the Deutsche Forschungsgemeinschaft (DFG). The meeting gathered over 140 researchers to discuss the contribution of non‐bilaterian metazoan models (Porifera, Ctenophora, Placozoa, and Cnidaria) to our understanding of: a. Vasiliev during the long years that give them the opportunity not only to create a portrait of this serious researcher, but also to show the world his hobbies, how his biography influenced on the choice of the issue of Bakhtin studies as a central topic for his research. Statistical physics cannot explain why a thermodynamic arrow of time exists, unless one postulates very special and unnatural initial conditions. Yet, we argue that statistical physics can explain why the thermodynamic arrow of time is universal, i.e., why the arrow points in the same direction everywhere. Namely, if two subsystems have opposite arrow-directions at a particular time, the interaction between them makes the configuration statistically unstable and causes a decay towards a system with a universal direction of the arrow of (...) time. We present general qualitative arguments for that claim and support them by a detailed analysis of a toy model based on the baker’s map. (shrink)

This article addresses the famous 1910 debate between Vladimir F. Ern and Semyon L. Frank centered around the problem of identifying the distinguishing features of Russian philosophy. The debate was a continuation of Ern’s debates with Russian philosophers associated with the international journal Logos (Sergei I. Hessen, Fyodor A. Stepun, Boris V. Yakovenko, and others). The author shows that Ern’s understanding of an original Russian philosophy is organically related to his overall philosophical doctrine. As for Frank, his views during the (...) 1910s on the distinguishing features of Russian philosophy were different in nature. It is worth noting that in the 1920s articles written during his émigré period, Frank’s views on the distinguishing features of Russian philosophy undergo a decisive change. Frank’s new ideas about Russian philosophy turn out to be extremely close to those of his late opponent, both on the whole and in the details. At the same time, Frank’s overall philosophical views do not undergo as dramatic a change and develop in a fully evolutionary mode. The author attempts to identify the reason for these changes. The article discusses the philosophical views and ideas of Ivan I. Lapshin in order to introduce him as an original thinker who plays an important role in Russian Neo-Kantianism. Lapshin applied Neo-Kantian ideas in the areas of creativity, art, and literature. He sought to develop aesthetics and proposed the idea of ​​aesthetic transformation [The Russian word is perevoploshchaemost’, which can also be translated as reincarnation.—Trans.]. Having investigated the idiosyncrasies of Russian culture, Lapshin produced a special phenomenology of creativity, which aims (...) to reveal the essence laid down in different works of writers and composers. The phenomenology of creativity is the foundation of Lapshin’s philosophy; it allowed him to remain faithful to the basic principles of Neo-Kantianism while dialectically combining various aspects of human activity to express his own aesthetic program. he model theory of groups of unitriangular matrices over rings is studied. An important tool in these studies is a new notion of a quasiunitriangular group. The models of the theory of all unitriangular groups are algebraically characterized; it turns out that all they are quasiunitriangular groups. It is proved that if R and S are domains or commutative associative rings then two quasiunitriangular groups over R and S are isomorphic only if R and S are isomorphic or antiisomorphic. This (...) algebraic result is new even for ordinary unitriangular groups. The groups elementarily equivalent to a single unitriangular group UTn are studied. If R is a skew field, they are of the form UTn, for some S ≡ R. In general, the situation is not so nice. Examples are constructed demonstrating that such a group need not be a unitriangular group over some ring; moreover, there are rings P and R such that UTn ≡ UTn, but UTn cannot be represented in the form UTn for S ≡ R. We also study the number of models in a power of the theory of a unitriangular group. In particular, we prove that, for any communicative associative ring R and any infinite power λ, I = I). We construct an associative ring such that I = 3 and I) = 2. We also study models of the theory of UTn in the case of categorical R. (shrink)

Explaining the reasons behind the success of various kinds of fiction is important, but how granular should our explanations be? I suggest that using a less granular, more general hypothesis would allow avoiding some pitfalls, such as using the concept of “imaginary world,” which eludes precise definitions.

Since Descartes “separation” of the Soul from the Body, we observe a complete confusion in their causal, functional, and semiotic relationships. However, in modern knowledge (about the informational activity of the human brain, the functional and causal properties of its neural networks, the functions of psychic phenomena during the processing of information in it, about the causal “ability” of information) it is time to put an end to this problem. Here, in order to explain what I am talking about, I (...) will use the notion of “information” (which had been unknown by Descartes) regarding the “dispute” between Mind & Body (the Physicality and the Mentality) for “the right” to be a more fundamental ontology of Reality. I will do this by introducing an “arbitrator” — the Objective Reality. This goal is achieved through the study of information activity of the human brain. In the process of this study, it turns out that the information activity of the brain in principle cannot be carried out without mental phenomena. That is, it turns out that the classical physical causality, which operates in the neural networks of the brain, is not able, by itself, without mental phenomena, to implement the information operations that the human brain actually performs. It also turns out that the functional inclusion of mental phenomena (at least, the phenomena of subjective evaluation and mental images) in the neurophysiologic (by and large, physical) activity of the brain explains the possibility and necessity of functional inclusion in this information processing the phenomenon of freedom of choice. After all, the processing information in the brain through mental phenomena allows more than one degree of freedom than it is “allowed” by any physical process. (shrink)

Small cities have a unique socio-economic and cultural potential for developing Russian regions, which is manifested in their unique features: com- pactness, historical heritage, the existence of rare industries and the local economy. At the same time, today in Russia the realization of their potential is primarily hindered by the existing system of politi- cal institutions and practices. The purpose of the work is to analyze the economic potential of small cities. The paper explores the potential for the devel- opment (...) of small cities in relation to the Russian context. So, the authors consider the features of small cities and highlight their economic, social and political problems. As illustrated by the successful ones, the potential of small cities in various sectors of the economy (primary, secondary and tertiary) is analyzed. The practical significance of the study lies in the possibility of using the studied experi- ence in developing the potential of small cities in various sectors of the economy in the practice of Russian management. As a result, it is concluded that small cities as such can be economically and socially efficient settlements, that is, they can be a completely competitive urbanized unit. However, the tools for the development of such territories should be focused on supporting the promising areas of development, providing an opportunity for independent and responsible development. The development of Russian culture predetermined three propensities which form the intellectual framework of Russian national philosophy—historicism, mysticism and aestheticism. The most significant conceptions of Russian philosophy, united by the idea and image of Sophia, are defined by this framework.There is no contradiction in Russian philosophy between rational and mystical modes of thought because they are complementary in this tradition. It is, however, necessary to redefine the conception of rationality.I would like to finish with Solovyov's words: “The idea of a (...) nation is not what it thinks of itself in time, but what God thinks of it in eternity”. Those tasks are completed in the (...) form of experiential learning activities that provide for modeling the students’ future professional activities and professional target language communication, giving them opportunities of acquiring the language involuntarily through practical experience of participating in such communication. In the article, I discuss the significance of the Aristotle’s approach to education. Four aspects of his approach are of special importance: 1. the integrity of knowledge, 2. wonder as the beginning of knowledge, 3. oral communication as a specific way of accessing knowledge and operating with it, 4. knowledge as a necessary element of way of life. While nowadays the individuality is the primary value, and the accessibility of information is becoming almost absolute, these points of the Aristotle’s way (...) of teaching are becoming crucial. Taking the Aristotelian approach to teaching as a model we observe the following significant changes: information is becoming structured only if it is well organized, the ability to wonder develops the ability to ask questions correctly and to have answers which are valued and well memorized, oral communication trains memory and involves pupils into the dialogue with teacher, and knowledge itself is taken as a necessary element of the ethical way of life rather than just as additional bit of information. Moral absolutes were perceived, by Solov'ëv, in a dual manner: a) from the side of content, of psychology, as when we speak of feelings, emotions, etc.; and b) under a formal aspect, as “ideas,” i.e. logically. Neither of these can be treated without relating to moral absolutes astrue, and without a rationalbelief in their truth, a truth that cannot be logically proved. In my opinion, our time has become keenly aware of the universally human value of Vladimir Solov'ëv's ethics, of (...) its humanist nature, oriented towards the everyday and the ideal tasks of man, and of the concrete direction of his philosophy of “practical idealism”. The authors investigated the relevance of consequentialism in commercial space exploration as well as in the actively developing space market. The authors conclude that space expansion and colonization of space objects will lead to a revision of the foundational consequentialism provisions. Consequentialism, formed during the history of terrestrial civilization, loses its effectiveness under conditions of space commercialization. The basics of planetary thinking are different from those of cosmic thinking. Therefore, considering the meaning of the terms “cosmic expansion” and “colonization of (...) the cosmos” through the existing theory of consequentialism faces serious contradictions. There is a range of problems that are not explored in modern philosophy and ethics due to the lack of an empirical basis for philosophical analysis. (shrink)

Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and after the (...) 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. National scientists have elaborated the reform's gist, approaches, stages and consequences in the Ukrainian agricultural sector during the XX - XXI centuries. These studies have been conducted by N. Zhulkanych, S. Zhyvora, M. Zyza, M. Lendiel, E. Mazur, O. Malyarchuk, V. Nechytailo and many others. The paper aims to perform the comprehensive study of general trends and peculiar features of the agricultural development of the Ukrainian SSR in 1963-1990 and to define actual advances and drawbacks on the basis of analysis (...) of historical records and scientific literature. The object of research is agriculture as part of socialist economy in the USSR. The subject of research is the implementation features of agricultural policy of the Soviet power in the Ukrainian SSR, using the Western region of the Republic as an example. The economic strategy of the Soviet power involved a long-term industrialization of the agricultural sector. A distinguishing feature of the industrialization process was the use of systems of machinery in all branches of agriculture. The technological chain had to embrace the process from the sporadic application of machinery to the overall mechanization and automation of crop and livestock farming. The industrial background of production predetermined the implementation of the system of machinery with extensive power consumption, i.e. with the new technical bases. The resolutions of the March Plenum of the CPSU Central Committee defined the economic priorities and capacity development of the Republic. Capital investments were the economic basis for the increase of production potential of collective and state farms, solution of social problems in rural regions. The land productivity was increased mainly by means of land reclamation and production chemization, use of organic and mineral fertilizers, pesticides, fungicides, etc. The supply of mineral fertilizers increased, but most of them were of low quality, non-concentrated and unbalanced in nutritional ingredients. In its turn it caused irreparable damage to the environment and polluted agricultural products with chemicals. The chemization undermined the population health and disrupted the ecological balance. Despite ultimate achievements in the rise of the industrial level of agriculture of the Ukrainian SSR, it didn't meet the needs of collective and state farms. A great number of labour-intensive processes in animal and crop farming were performed manually. In state farms, contrary to collective farms, the stock of tractors was newer, but much smaller. For many years the USSR was in the top ten countries of the world in terms of consumption of energy and proteins, contained in food products per capita. However, the food patterns were inconsistent with the scientifically grounded norm. Structural imbalance of the food ration was the manifestation of the food crisis in the USSR. To meet primary needs of Soviet citizens in food products the May Plenum of the CPSU Central Committee adopted the "Food Program of the USSR for the Period until 1990 and Measures of Its Implementation". The main issue of the Food program was to increase grain harvest. Grain production was the basis for food and fodder supply of the country. Alongside with a substantial increase in food products output in public economy the attention was given to the development of subsidiary individual holdings and fruit-and-vegetable cooperatives. The cooperatives and subsidiary holdings produced a great number of dairy and meat products, vegetables and fruits both for their own needs and for sale in collective farm markets. The state food program predetermined the solution of agricultural problems by means of formerly used methods. The major problem of agriculture had to be solved by means of increase in the gross grain harvest. Thus, the implementation of agricultural policy of Soviet power in the Ukrainian SSR lead to great changes in agricultural production. At that time there appeared such new branches of economy specialized in services to agricultural production as waterworks and land reclamation, feed mill industry, farm building, machine engineering for animal farming and fodder production, procurement of agricultural products and agricultural processing. The study of this policy implementation proves that the average annual rates of agricultural production increased but they were inconsistent with high investments. On the one hand, the Food program testified the "food crisis in the USSR", demonstrating the lag of the world socialist community from capitalist states. On the other hand, it had to increase the level of food self-sufficiency, decrease the procurement of agricultural products from abroad and promote the solution of the world food problem in general. In lieu of an abstract, here is a brief excerpt of the content:It is difficult to do justice to a monumental study such as PJDS in a short review: only time will determine its real significance. We can only offer some preliminary comments, and in spite of anything we have to say, the mere fact that the book contains such a wealth of information justifies for it a permanent place on a bookshelf of a student of medieval thought.The title of (...) PJDS deserves special attention. While we have books on Scotus's theology or particular topics of his thought, there has been no comprehensive study of his "philosophy," seemingly for a good reason: Scotus is clearly a "fundamental" and systematic theologian who simply uses some classic tools of ancient philosophers and some of their texts and ideas as material for his own discussions. So first of all one needs to determine what constitutes "philosophy" in such a case. V. devotes considerable attention to this question, but unfortunately only at the very end of the study, in Part III, which constitutes almost a separate monograph on the historiography of the debate about "medieval philosophy" and Scotus's role in it. Dichotomizing medieval thought into "philosophy" and theology in recent debates comes from the post-Enlightenment habit of seeing "philosophy" , as opposed to "theology," as something positive in itself. In Chapter 14 V. makes a good observation that "philosophy" and "theology" in ancient and medieval thought are simply two systems that can be coherent in themselves but differ fundamentally as far as their premises are concerned. Using the terminology of contemporary hermeneutical-postcritical analysis, one could say that both disciplines are intratextual systems, with their own internal logic but with different "starting points," opened to a conversation ad extra to various degrees. The classification "intratextual system" based on a solid theoretical foundation in the hermeneutical-postcritical tradition would eliminate the unnecessary dichotomy in ancient and medieval thought. Indeed, it is difficult to see why some of Plato's, Aristotle's or Stoic texts should be classified as "philosophy," not to mention those of Plotinus and Proclus that are often clearly "theology." As a whole, V.'s verdict is that Scotus has his own coherent system of thought based on contingency, as opposed to the "necessitarianism" of ancient philosophers. As for the role of "philosophy," V.'s analysis of recent scholarship shows that "medieval philosophy" is often understood as the logical tools in the service of theology: the interpretation that explains the recent interest in the fourteenth-century thought where those tools were best developed.The book in general is quite readable, despite occasional infelicities in the English and some typos. V. employs a variety of styles, from purely scholarly, which includes a straightforward exposition of relevant texts, with some analysis of the diachronic development of issues, to more literary, ornate and emotional. Similarly varied is his presentation of issues: from dry exposition to creating prolonged "mystery plots" that lead to "discoveries." Unfortunately there is also some unevenness in the text flow: from very smooth to abrupt transitions from one statement to another .Although the book will definitely benefit a variety of readers, the exact readership is difficult to pinpoint. Some sections, such as the extended discussion of distinctions and relations in the section on logic, presuppose a very basic audience; often much of the material from previous sections is repeated . Yet other sections presuppose a rather sophisticated reader who is familiar with the context of the discussion and is able not only to follow but also anticipate the author's train of thought.PJDS provides an excellent coverage of Scotus's work, with one notable exception: the Reportatio tradition. The paper aims to prove the hypothesis that Sextus Empiricus’ Neo-Pyrrhonism is significantly influenced by the Cartesian meditation as a genre of philosophizing. It refutes theses about (1) the non-predicativity of Sextus’ language and about (2) Sextus’ epochê as an automatic result of the action of opposite things or statements, and it argues that both Sextus and Descartes distinguish between (a) internal (forced) agreement with clarity and (b) the personal acceptance of this agreement which depends on a volitional decision. Sextus’ (...) recognition of the clarity of appearance as appearance gives Descartes the only chance to refute the skepticism of Sextus, which is invulnerable to external criticism. Therefore, Descartes developed meditation as a special model of purely immanent criticism (the very word “skepticism” is never mentioned in the Meditations), focused on dealing with states of clarity and evidence. The author’s hypothesis is that the key elements to which this model appeals are the “history of a skeptic” set out in Outlines of Pyrrhonism and the conception of skeptical expressions. This hypothesis can be tested further by proving or disproving the thesis that the discourse of I, II, and at least partially of III Meditations is based on the pattern of skeptical expressions, focused on the internal states of the speaker, and not on clarifying the “objective” state of affairs (i.e. not on dogmatic inferences).
